Road to Trento 2025 - The Global Digital Compact: For a Human Governance of Artificial Intelligence
In September 2024, world leaders adopted the Pact for the Future – the culmination of an inclusive process lasting years so that international cooperation could adapt to the realities of today and the challenges of tomorrow. It was launched with a strong message of revitalization of multilateralism and a call to accelerate the implementation of the Sustainable Development Goals. The Pact, which is the result of complex negotiations, is one of the broadest international political declarations of recent years, covering all new spheres and aiming to ensure that international institutions are able to act in a world that has radically changed since they have been created.
The Pact, adopted in the form of a United Nations General Assembly resolution (79/1), includes two annexes: the Declaration on Future Generations and the Global Digital Compact. The Global Digital Compact is one of the most concrete and innovative deliverables of the Pact for the Future and its implementation is currently one of the most promising themes of discussion at the UN. Indeed, the GDC is the first attempt ever made to give a global framework to the governance of artificial intelligence. Among the main purposes of the document is the commitment of its signatories to “enhance international governance of artificial intelligence for the benefit of humanity”, in the wider debate on the challenges and opportunities of the digital transformation, balancing development-driven capacity building and the promotion and protection of human rights.
